bluemapia mobile and bluemapia desktop can read BSB and convert so that NOAA charts are available on mobile devices to use in conjunction with gps.
Bluemapia mobile and desktop are open source and available on sourceforge.org/projects/bluemapia or at bluemapia.com

Apparently GDAL can also read BSB.
